A cat is a curious animal. You can use this to your advantage when creating cat toys. They will investigate anything different on the ground. Take an clean empty paper grocery bag an put it on its side in the middle of the room and then leave the room. Chances are good your cat will come over to check out your new paper bag cat toy very soon!

What the cat will do with the bag cat toy is a very individual thing. Some cats walk around the bag several times and then peer in but do not enter. Other cats do a pounce and make the bag their personal cat space. Other cats may play a game with themselves and try to "catch" things inside the paper bag cat toy.
