The best cat toys are often very cheap or free ...
Ping pong cat toy
Ping pong balls make great cat toy balls! They are readily available at various stores but chances are good you or a friend may just have some lying around that aren't being used. While this version of the cat toy ball doesn't have the "skittering" effect of the paper ball cat toy, it is much smoother so it tends to roll faster and farther. In addition, because there are no places for the cat to grab onto this type of cat ball tends to move uncontrollably and will happily frustrate your feline because it is so light.
There is no need to modify the ping pong cat toy at all. Just show it to your cat first to get his attention (after a few weeks of playing with cat toy balls, the cat will often meow like there is no tomorrow when he sees you bring one out!) and then roll or throw it across the floor. Because this cat toy is very light, it has the added advantage of low chance of damage to furniture. The only downside is that because this cat ball is generally smaller than the paper ball cat toy and rolls a lot more, it is more apt to get lost underneath things. And since you can't just make a new one like the paper cat ball, you may want to block off possible places the cat ball may roll.
Once again this cat toy is simple but is often passed by in favor of much more expensive cat toy balls. Why pay for something that you already have lying in the closet? Cat toys were meant to be cheap and this cat ball is definitely right up there in usability. It works well on all types of floors and on harder ones it has the advantage of bouncing. Some cats may not like cat toy balls that bounce, but the majority of them will go nuts trying to catch it.
Warning: make sure your ping pong cat toy ball is not cracked because the sharp edges can cut him and you definitely don't want the cat two swallow any plastic pieces. Keep an eye on the cat to make sure he doesn't puncture the cat toy ball with his teeth. Take it away if he does.
